| Abstract: | رغم أنّها لا تمتلك احتياطات كبرى من النّفط والغاز، تُعتبر فرنسا من أكبر خمس دول أوروبيّة في مجال تكرير وتصدير المنتجات النّفطيّة، كما تمتلك واحدةً من أكبر الشّركات الحكوميّة في مجال الصّناعات النّفطيّة والغازيّة في العالم. تهدف هذه الورقة العلميّة إلى تسليط الضّوء على الإمكانيّات التي سمحت لفرنسا بتطوير هذا المجال، ودور الهيدروكربونات الجزائريّة خلال الحقبة الاستعماريّة في بناء سياسات الطّاقة الفرنسيّة، وهذا من خلال تحليل السّياسات الاستعماريّة، وربط الأحداث التّاريخيّة، وجمع أكبر قدر من الإحصائيّات التي تُجيب على إشكاليّة الدّراسة. في الأخير، خَلُصنا إلى أنّ فرنسا لم تكن لتتمكّن من بناء صناعتها في مجال الهيدروكربونات لولا احتلالها للجزائر، حيث حصلت شركة النّفط الفرنسيّة في بداية الاحتلال على الخبرة في مجال التّنقيب عن النّفط والغاز وحفر آبارهما في الشّمال الجزائري، لتجد نفسها بعد ذلك قادرةً على الدّخول في منافسة حقيقيّة مع الكارتلات الدّوليّة التي كانت تُهيمن على الأسواق الدّوليّة، مباشرةً بعد احتلال الصّحراء واكتشاف مخزونها العالميّ من المحروقات |
| Description: | France is one of the five largest European countries in the field of refining and exporting petroleum products although it does not have large reserves of oil and gas, it owns also one of the largest oil and gas companies in the world. This paper aims to shed light on the potentials that allowed France to develop such a field, and the role of Algerian hydrocarbons during the colonial era in building French energy policies, by analyzing colonial policies, linking historical events, and gathering the largest amount of statistics that answer the problem of the study. Finally, we concluded that France would not have been able to built hydrocarbons industries if it didn’t occupied Algeria, as the French oil companies had acquired at the beginning of the occupation, the experience in the field of exploration and drilling of oil and gas fields in northern Algeria, to find itself able to enter into a real competition with the international cartels that were controlling the international markets, after the occupation of the Sahara (Desert) and the discovery of their global stocks of hydrocarbons.
