| Résumé: | شهدت البيئة الاقتصادية العالمية تغيرات كبيرة نتيجة للإنخفاض الحاد وربما المزمن في أسعار النفط، كما ترتب عليه من إضعاف أرصدة الحسابات الخارجية والمالية العامة وإضعاف الحوكمة والمؤسسات في البلدان الريعية، ويقول الخبراء أن تحقيق تقدم ملموس في خفض الاعتماد على النفط كمصدر رئيسي لإيرادات التصدير والمالية العامة، يتطلب من الحكومات اعتماد أبموذج اقتصادي، كتطالعنا التجارب التاريخية ببعض الأمثلة لبلدان نجحت كليا أو نسبيا في تنويع اقتصاداتها بعيدا عن التركيز على النفط، ورغم اتباع كل من هذه البلدان مسارا مخـتلفا، فمن الواضح أن بينها بعض الأمور المشتركة، من ضمنها: تقدنً حوافز لتشجيع الشركات على تطوير أسواق الصادرات ودعم العمالة في اكتساب المهارات والتعليم الملائمين، بالإضافة إلى إيجاد بيئة اقتصادية مستقرة ومناخ داعم لممارسة الأعمال. |
| Description: | The global economic environment has undergone major changes due to the sharp and possibly chronic decline in oil prices, and the consequent weakening of external and public financial account balances and the weakening of governance and institutions in rentier countries. reducing dependence on oil as a major source of export revenue and public finance requires governments to adopt an economic model, and historical experiences show us some examples of countries that have been fully or relatively successful to diversify their economies away from oil, and although each of these countries is following a different path, it is clear that they have commonalities, including: Providing incentives to encourage business Developing markets for export and support employment by acquiring the right skills and education, in addition to creating a stable economic environment and a favorable business climate. |
