dc.description	Commercial sea ports are considered the pillar of the economies of countries whose economy depends primarily on international trade exchanges, hence our interest in studying the reality of commercial sea ports, and according to previous studies, they are still below the required level in the field of efficiency and profitability due to poor management and lack of adaptation to international trade changes that require the authorities The state should expedite the initiation of sharp legislative and administrative reforms to enable these ports to perform their commercial and economic role as they should.	en_US
dc.description.abstract	تعتبر الموانئ التجارية البحرية عمود اقتصاديات الدول التي يعتمد اقتصادها بالدرجة الأولى على التبادلات التجارية الدولية، ومن هنا جاء اهتمامنا بدراسة واقع الموانئ البحرية التجارية وحسب الدراسات السابقة مازالت دون المستوى المطلوب في مجال الفعالية والمردودية بسبب ضعف التسيير وعدم التأقلم بالتغيرات التجارية والتي تتطلب من السلطات والدولة الاسراع في مباشرة إصلاحات تشريعية وتسيرية حادة لتمكين هذه الموانئ من أداء دورها التجاري والاقتصادي كما يجب.	en_US
