| Résumé: | هدفت الدراسة إلى الوقوف على مسيرة الاصلاحات التي عرفها النظام الجبائي والذي لم يكن يتماشى مع المتطلبات الاقتصادية المحلية والتطورات العالمية، إذ كان لازاما على الحكومة تبني نظام جبائي جديد قائم على مجموعة من الأهداف، يتم تجسيدها من خلال برنامج عصرنة متواصل متضمن إنشاء هياكل جبائية جديدة تحل محل المفتشيات والقباضات، وتزويدها بمختلف الآليات العصرية من أجهزة للإعلام ووسائل للاتصال. كما أن الهدف الجوهري للإصلاحات الجبائية هو تغيير مكانة المكلف بالضريبة وتقريبه من الإدارة الجبائية من خلال الاهتمام بنوعية الخدمات المقدمة له. وقد خلصت ذات الدراسة إلى أن برامج عصرنة الإدارة الجبائية قد ساهمت في تحسين جودة الخدمات المقدمة للمكلفين من خلال استحداث أنظمة معلوماتية جبائية تهدف إلى تبسيط مختلف الإجراءات الإدارية |
| Description: | The study aimed to examine the reform process of the tax system, which was not in line with local economic requirements and global developments. The government was obliged to adopt a new tax system based on a set of objectives, embodied through an ongoing modernization program that included the establishment of new tax structures to replace the inspectorates and tax collectors, and to equip them with various modern mechanisms, including media and communication devices. The fundamental goal of tax reforms is to change the status of taxpayers and bring them closer to the tax administration by focusing on the quality of services provided. The same study concluded that tax administration modernization programs have contributed to improving the quality of services provided to taxpayers through the introduction of tax information systems aimed at simplifying various administrative procedures. |
