| Abstract: | تهدف هذه المذكرة الى دراسة دور الجباية العقارية كمورد مالي اساسي في تمويل ميزانية الجماعات المحلية في الجزائر، مع التركيز على مدى فعاليتها في تحقيق التنمية المحلية ، وتتناول الدراسة انواع الجباية العقارية مثل الضريبة على الأملاك العقارية والرسم العقاري، بالإضافة الى التحديات التي تواجه البلديات في تحصيلها، وقد تم اعتماد بلدية ملاكو كدراسة حالة واقعية ، مما يسمح بتقييم فعلي لمساهمة الجباية العقارية في تمويل الميزانية المحلية ، واقتراح توصيات عملية لتعزيز مردودها وتحسين آليات تحصيلها بما يخدم التنمية المستدامة على المستوى المحلي. |
| Description: | This thesis aims to examine the role of property taxation as a key financial resource in funding the budgets of local communities in Algeria, with a particular focus on its effectiveness in supporting local development. The study covers various types of property taxes such as real estate taxes and land levies, and it highlights the challenges faced by municipalities in collecting them. The municipality of Mellakou was selected as a case study, allowing for an in-depth assessment of the actual contribution of property taxation to the local budget. Practical recommendations are proposed to enhance tax revenue performance and improve collection mechanisms in support of sustainable local development |
