| Abstract: | الحق في بيئة نظيفة وملائمة من أهم حقوق الإنساف البيئية التي هي في الأصل من حقوق الإنسان الأصيلة والتي تم الاعتراف بها على أساس أنها من حقوق الجيل الثالث، ولم يتم الإقرار بهذا الحق سواء على المستوى الدولي أو المحلي إلا في النصف الثاني من القرن 20 ، إلى يومنا هذا يعتبر الحق في البيئة النظيفة والسليمة من أحدث المواضيع التي تعرف انتشارا واهتماما كبيرين من قبل المنظمات الدولية، حيث تلعب هذه الأخيرة دورا بارزا في تحقيق حق الإنسان في بيئة نظيفة، ويكمن القول أن المنظمات الدولية الحكومية وغير الحكومية العامة والمتخصصة منها لها فضل كبير في الاعتبارات بحق الإنسان في بيئة سليمة، لكن لا يكفي هذا الاعتبار فقط بل يجب أن تكون له آليات وسياسات لتجسيده على أرض الواقع خاصة مع ما تعرفه البيئة من أنواع الملوثات، و ما تشهده المنظمات الحكومية من معوقات من أجل تكريس هذا الحق وفرض إعماله من قبل الدول، حيث يجب تذليل هذه الصعوبات أمام المنظمات الدولية حتى تقوم بدورها على أكمل وجه في سبيل تجسيد حق الإنسان في بيئة نظيفة وملائمة. |
| Description: | The right to a clean and appropriate environment is one of the most important environmental human rights, which is originally an authentic human right, which was recognized on the basis that it is one of the rights of the third generation, and this right was not recognized, whether at the international or local level, until the second half of the 20th century, to Today, the right to a clean and healthy environment is one of the latest topics that are widely spread and of great interest by international organizations, as the latter play a prominent role in realizing the human right to a clean environment. Recognition of the human right to a healthy environment, but this recognition is not only sufficient, but it must have mechanisms and policies to embody it on the ground, especially with the types of pollutants known to the environment, and the obstacles witnessed by governmental organizations in order to perpetuate this right and impose its implementation by states Where these difficulties must be overcome for international organizations in order to fully play their role in order to embody the human right to a clean and appropriate environment. |
