| Abstract: | تهدف هذه الدراسة إلى معرفة إجراءات اعداد وتنفيذ ميزانية البلدية، ومن خلالها تم تسليط الضوء على الاعوان المكلفين بتنفيذ ميزانية البلدية ومهام كل منهم، وكذا مصادر إيراداتها(تمويلها) وصرف نفقاتها، والوقوف على أهم مراحل اعداد وتنفيذ ميزانية بلدية توسنينة كدراسة حالة تطبيقية والتطرق إلى كل المستجدات والتغيرات التي طرأت عليها. حيث أن النظام المحاسبي المتبع في البلدية غير مقر الدائرة يعتمد على التعليمة الوزارية المشتركة C1 والتي تختلف عن التعليمة الوزارية C2 المتبعة في البلديات مقر الدائرة والتي تتوفر على حسابات فرعية وتفصيل دقيق للنفقة مثلا، وكذلك الخلافات الموجودة بين أعضاء المجلس الشعبي البلدي تعرقل عملية التنفيذ كالتصويت مثلا وبعض التعليمات الجديدة المبهمة والتي يختلف أعوان التنفيذ حول تصنيفها |
| Description: | This study aims to know the procedures for preparing and implementing the municipal budget, through which the agents in charge of implementing the municipal budget and the tasks of each of them were highlighted, as well as its sources of revenue (financing) and disbursement of its expenditures, and standing on the most important stages of preparing and implementing the budget of the municipality of Tousnina as an applied case study and addressing each developments and changes that have taken place. As the accounting system used in the municipality other than the headquarters of the department depends on the joint ministerial instruction C1, which differs from the ministerial instruction C2 used in the municipalities at the headquarters of the department, which has sub-accounts and a precise breakdown of alimony, for example, as well as the differences between members of the Municipal People’s Assembly that impede the implementation process, such as voting, for example. Some of the new instructions are vague, and the enforcement agents disagree about their classification |
