| Abstract: | لتنفيذ السياسة المالية المحلية، يجب أن ترافقها أسس التمويل المحلي و إدارة مالية لها القدرة على تنفيذها ، تهدف إلى تحقيق أهداف برامج التنمية المحلية، سواء على مستوى التسيير أو رفع حجم تحصيل الإيرادات وتثمينها، و المسك الجيد للحسابات المالية واعتماد أسلوب المالية التحليلية لدراسة حركة الأموال واستغلالها في تثمين مواردها المالية، كونها مؤشر على صحة ميزانيتها، من أدوات ذلك التخطيط المالي، الرقابة المالية .لتحقيق الحوكمة الإدارية والمالية، ومن ثم تحقيق التنمية المحلية. وعليه نتساءل هل فعلا تملك الجماعات المحلية حرية تسيير مواردها المالية؟ ثم ما هو الإطار القانوني المرافق لها؟ وما هي الضمانات التي تضمنها هذه الحرية المالية؟ |
| Description: | To implement the local financial policy, it must be accompanied by the foundations of local financing and a financial management that has the ability to implement it, according to financial tools and techniques, such as financial planning and control, as it is an indicator of the health of its budget, and thus achieving local development. Therefore, we wonder whether local groups really have the freedom to manage their financial resources? Then what is the legal framework accompanying it? What are the guarantees guaranteed by this financial freedom? |
