| Résumé: | في إطار مساعي تمكين الهيئات المحلية من اتخاذ القرارات ورسم السياسات على المستوى المحلي بهدف رفع وتيرة التنمية المحلية وتحريك عجلتها،تبنت الدولة الجزائرية مقاربة سياسية واجتماعية تنموية عن طريقها يمكن لمجموعة من الفواعل الجديدة بالاشتراك مع الجماعات المحلية ما سُمِّيَ بمقاربة الديمقراطية التشاركية،كأحدث المفاهيم المعاصرة الهادفة إلى الرقي بالديمقراطية وكسبيل أو بديل لمفهوم الديمقراطية التمثيلية. ولقد بات اعتماد وتوظيف مقاربة الديمقراطية التشاركية أكثر من ضرورة في الوقت الحالي،من خلال إشراك المواطنين في صياغة السياسات العامة واتخاذ قرارات تتسم بالعقلانية،والتي تخص تسيير الشؤون المحلية مع مراعاة البدائل والقدرات الممكنة والموارد المتاحة من أجل تحقيق قفزة في العملية التنموية التي تتوافق وتطلعات المواطنين. الكلمات الدالة:ديمقراطية تشاركية،مواطن محلي،تنمية محلية،حكم راشد، مساءلة، شفافية،فواعل جدد،مجتمع مدني |
| Description: | As part of the efforts to empower local authorities to make decisions and formulate policies at the local level in order to increase the pace and speed of local development, the Algerian state adopted a political and social development approach through which a group of new projects, in partnership with local communities, To promote democracy and as a substitute for the concept of representative democracy. The participatory approach to participatory democracy is more than necessary at the present time, by involving citizens in the formulation of public policies and rational decisionmaking, which is concerned with the management of local affairs, taking into consideration possible alternatives, capacities and resources to achieve a leap in the development process |
