| Abstract: | إن تحول اهتمام الفكر الاقتصادي العالمي للتنمية البشرية وبلورة مفاهيم ومؤشرات لقياسها شكل من أشكال التطويع لأدوات العلوم الاجتماعية ،ولأن الفكر والمفهوم يجب أن يكون إنسانيا باعتبار أن التنمية البشرية تعني تنمية الناس ورفاهيتهم مباشرة فمن الإنسانية الوفاء بحاجاتهم، بذلك التنمية البشرية فسحت المجال أمام نهج جديد للتفكير نحو التقدم. ومع بداية الألفية الثالثة وخروج الجزائر من العزلة بفضل الاستقرار الأمني، دخلت مرحلة جديدة اتبعت فيها سياسات تنموية جد طموحة على كافة الأصعدة اقتصاديا واجتماعيا وسياسيا طوال الفترة 2000-2015 مستغلة بذلك ارتفاع أسعار البترول وانتعاش الخزينة العمومية، واتخذت عدة استراتيجيات بالتركيز على التنمية البشرية وأبعادها من خلال الاصلاحات التي مست قطاعات التعليم، الصحة، السكن والتشغيل، ما فرض الوقوف على تطور واقعها خاصة بانتقال الجزائر من فئة الدول ذات التنمية البشرية المتوسطة إلى المرتفعة |
| Description: | The shift of the attention of global economic thought to human development, its concepts and the indicators to measure it is a form of adaptation of the tools of the social sciences. Because thought and conceptualisation must be human, since human development means the development and well-being of people directly, it is the concern of humanity to meet their needs therefore. In this context, human development allows for a new approach to reflection towards progress. At the beginning of the third millennium during which Algeria steps out from isolation thanks to stability, it entered a new phase in which very ambitious development policies were pursued at economic, social and political levels throughout the period 2000-2015, taking advantage of high oil prices and the recovery of the public treasury. Algeria adopts several strategies by focusing on human development and its dimensions through the reforms that have affected the education, health, housing and employment sectors, making a great emphasis on the development of its reality, with regard to particularly, the transition of Algeria from the category of medium to high human development countries.
