| Abstract: | يعتبر نظام الجماعات المحلية من الدعائم الأساسية للمجتمعات الحديثة التي تهدف من خلالها إلى تحقيق التنمية المحلية ، لذا نجد الكثير من الدول اتجهت نحو تقسيم السلطات والصلاحيات بين السلطة المركزية والهيئات المحلية قصد تعاون الجهود الحكومية والشعبية لتحقيق التنمية ، وتحسين الخدمات ، فهذا النظام يؤدي إلى تعزيز مشاركة المواطن في إدارة الشأن المحلي عبر المجالس المنتخبة . |
