| Abstract: | تهدف هذه الدراسة الى تحليل واقع الحماية الإجتماعية في الجزائر منذ الإستقلال, وقد توصلنا الى ان الجزائر قامت بعدة اصلاحات على نظام الحماية الإجتماعية من خلال عدة مراسيم وتشريعات من اجل مواكبة التطور الحاصل في المجال العالمي, كما جندت العديد من الصناديق التي من شأنها أن تقوم بتخفيف العبء على كاهل الدولة والمواطن. ورغم ما حققته الدولة من مكاسب ملموسة في هذا المجال وكل الجهود المبذولة من طرف الأجهزة المختصة الا أنها لم تستطسع تحقيق جميع الأهداف المسطرة من طرفها نظرا لعدة عوامل التي أثرت على سيرورة العمل مثل النمو الديمغرافي الهائل وكذا مشكل التمويل الذي أصبح يمثل عبء كبير على الدولة نظرا لغياب سياسات واضحة المعالم في هذا الصدد واقتصار المشروع على جانبي الإشتراكات و تدخل الدولة, ورغم كل ماذكرناه الا ان هذا المجال في تقدم ويسعى الى تقليل هذه المشاكل وتعزيز الإيجابيات. |
| Description: | This study aims to analyzing social security in Algeria since the independence, Algeria has made many impronements regarding social protection system through several legislations and regulations in order to keep up with the development made in both the scientific and social sector in the developed countries, in addition the financial aid which can minimize the pressure and both the country and even citizens Algeria has achieved it’s goal through these measures, however, it couldn’t realize those purposes due to a mumber of factors which effected the work organism such as the tremendous population growth as wol as the transation which has became a true issue since there hasn’t been a restricting the projects to subscription and the country intervention, despite all that, this field is still in progress, diminishing problems and enhancing positives. |
