| Abstract: | يشهد العالم ثورة اتصالات حديثة وظهور مصطلحات جديدة الإدارة الالكترونية- الحكومة الإلكترونية الحكومة الذكية وهذا لربط المواطن بمختلف أجهزة الحكومة - للحصول على الخدمات الحكومية بأنواعها بشكل آلي .لتحسين الأداء وفعالية التنفيذ وفي الجزائر وعلى غرار العديد من الدول كان لها اهتمام بتكنولوجيا الإعلام والاتصال هي أيضا بدمجها في المؤسسات العمومية بهدف تطوير الإدارة وتحسين الخدمات المقدمة للمواطنين بإطلاق استراتيجية الجزائر الالكترونية . من بين الصعوبات التي واجهتنا خلال هذه الدراسة هي : كثرة المراجع ، صعوبة جمع المعلومات و البيانات المتعلقة بالحكومة الالكترونية داخل المؤسسة المقرر التربص ميدانيا داخلها نظرا لانتشار فيروس كورونا و هذا بسبب عدم الولوج داخل المؤسسة، ارتباط موضوع الدراسة بالتخصص الذي ندرسه، وارتباط موضوع الدراسة أيضا بعملنا كإداريين، اهتمام الحكومات والدول بضرورة زيادة الثقة والشفافية بين الجمهور والدولة وتحسين مستوى الخدمات العمومية المقدمة بإدخال تكنولوجيا المعلومات والاتصال على إدارات ووكالات الحكومة وجعلها أكثر كفاءة في أداء أعمالها ومهامها ومعاملاتها. |

In Algeria, like many countries, she had an interest in media technology And communication is also by integrating them into public institutions with the aim of developing management And improving the services provided to citizens by launching the Algeria e-strategy. Among the difficulties we encountered during this study are: Too many references, The difficulty of collecting information and data related to e-government inside the institution, which is scheduled to lie in the field inside it, due to the spread of the Corona virus, and this is due to the lack of access inside the institution, The relevance of the subject of study to the major we are studying, and the relevance of the study subject to our work as administrators, The interest of governments and states in the need to increase confidence and transparency between the public and the state and improve the level of public services provided by introducing information and communication technology to government departments and agencies and making them more efficient in performing their work, tasks and transactions. |
