dc.description	This study Focuses on of the important issues concerning tourism and the role of human resources in achieving the development of tourism. In this study we tried to show the need for human factor as a major player in the tourism development. To address this issue, we used the descriptive and analytical approach in the first part of the study and relied on statistical analysis in the second part to analyze the data brought from the relevant institutions in addition to the direct interviews with the sector in the wilaya of tiaret. We have concluded that human element could be a relevant factor in explaining the limited success of tourism development in Algeria and in tiaret . our region under study.	en_US
dc.description.abstract	تركز هذه الدراسة على واحدة من الموضوعات المهمة التي تخص السياحة والمتمثلة في دور المورد البشري في تحقيق الترقية السياحية، حيث حاولنا في هذه الدراسة تبيان ضرورة الاهتمام بالمورد البشري كفاعل أساسي غي عملية الترقية السياحية وإبراز الدور الترقوي له، ولمعالجة هذا الموضوع قمنا باستعمال المنهج الوصفي في الجزء الأول من الدراسة، كما اعتمدنا على التحليل الإحصائي لتحليل البيانات والجداول المستقاة من الهيئات ذات صلة بالموضوع وكذا الالتقاء المباشر مع المسؤولين على القطاع في ولاية تيارت، وقد توصلنا إلى أن العنصر البشري قد يكون عاملا أساسيا في تفسير محدودية الترقية السياحية في الجزائر وفي منطقة تيارت قيد الدراسة.	en_US
