| Abstract: | ان الهدف من دراسة موضوع الحوكمة الالكترونية في الجزائر و دراسة نماذج الحكومة الالكترونية العالمية و القارية الرائدة هو معرفة ماهية الحوكمة الالكترونية و استراتيجيات و متطلبات تطبيقها بشكل عام وواقع تطبيقها في الجزائر بشكل خاص من خلال التطرق الى بعض مشاريع الحكومة الإلكترونية في الجزائر و اهدافها و المبادرات القانونية لإرساء دعائمها . كما حاولنا دراسة نماذج عالمية لمراحل بناء الحكومة الإلكترونية و الدول الرائدة في المجال المطبقة لهذه النماذج بالاضافة الى تقييم المشروع المتبع من طرف الجزائر مقارنة بدول اخرى حسب مؤشرات الامم المتحدة و اهم النتائج المتحصل عليها ضرورية و حتمية الدول لانتهاج الحوكمة الالكترونية فتعتبر هي المستقبل ، و على الرغم من تحقيق الجزائر لنجاحات متواضعة في مسيرة مشروعها الا انها لا زالت لم ترقى للمستوى المطلوب. |
| Description: | The objective of studying the subject of electronic governance in Algeria and the pioneering global and continental e-government models is to understand what e-government is، the strategies and requirements for its application in general، and the reality of its application in Algeria in particular، by addressing some of the e-government projects in Algeria and their objectives and legal initiatives to establish their foundations. We have also tried to study international models of the stages of e-government building and the pilot countries in the field of applying these models، in addition to evaluating the project adopted by Algeria in comparison with other countries according to the United Nations indicators، and the most important results obtained are necessary and the necessity of countries to adopt e-governance، and they are considered the future. Despite Algeria's modest success in the course of its project، it has still not lived up to the required level . |
