dc.description	This research explores the role of change management in improving the performance of local authorities, with a particular focus on municipalities. To analyze the relationship between change management and the modernization of these entities, the study poses the following question: Is change management being implemented at the level of local authorities in the municipality of Tiaret? To answer this question, we developed the theoretical framework of the study across two chapters: the first addresses change management, and the second focuses on local authorities. The applied chapter is dedicated to the practical aspect, where we employed interview techniques to gather information and investigate the extent of change management implementation in the municipality of Tiaret. The study's findings indicate that the application of change management within local authorities remains limited due to several factors, including the policies adopted by the Algerian legislator towards these entities and the challenges associated with implementing modern management, which requires advanced techniques and qualified human resources for effective execution.	en_US
dc.description.abstract	تستعرض هذه الـــدراســـــة دور إدارة التغيير في تحسين أداء الجماعات المحلية، مع التركيز على البلدية بشكل خاص ولتحليل العلاقة بين إدارة التغيير و عصرنة هذه الجماعات، طرحت الد ارسة التساؤل التالي: هل يتم تنفيذ إدارة التغيير على مستوى الجماعات المحلية في بلدية تيارت؟ للإجابة على هذا التساؤل، قمنا بإعداد الإطار النظري من خلال فصلين؛ حيث تناول الفصل الأول موضوع إدارة التغيير، وركز الفصل الثاني على الجماعات المحلية. كما خصصنا الفصل التطبيقي للجانب الميداني، حيث استخدمنا تقنية المقابلات لجمع المعلومات و إستكشاف مدى تطبيق إدارة التغيير في بلدية تيارت. وقد أسفرت الدراسة عن نتائج رئيسية، منها أن تطبيق إدارة التغيير في الجماعات المحلية ما زال محدودا، بسبب عدة عوامل، أبرزها السياسة التي يتبعها المشرع الجزائري تجاه هذه الهيئات، والصعوبات المرتبطة بتطبيق الإدارة الحديثة التي تحتاج إلى تقنيات متطورة وموارد بشرية مؤهلة لتنفيذها بشكل فعال.	en_US
