| Résumé: | إن الحق في الوصول للمعلومات وتداولها يعتبر من اهم اليات تعزيز ودعم ممارسة الحقوق الأخرى على اختلاف انواعها، فهو عامل اساسي لتهيئة سياق وبيئة عامة تخترم وتحمي وتؤدي الحقوق ، سواء كان ذلك على مستوى الفرد الطامح لان يكون مواطنا كاملا دون تميز او عنف ، او على مستوى المجتمع الطامح لتنمية انسانية حقيقية ومناخ يحترم الحريات. |
| Description: | The right to access and circulate information is one of the most important mechanisms for promoting and supporting the exercise of other rights of all kinds. as it is a fundamental factor in creating a context and a general environment that respects. protectsand fulfills rights. whether that is at the level of the individual aspiring to be a full citezen without violence or discrimination ˌor at the level of a society aspiring for real human developement and a climate that respect freedoms ˌand is based on democratic foundations that respect standars of transparency and good governance. the degree of respect performance and protection of the right to information is an important indicator of the state of civil and political rights in general sicietyˌand an indicator of the extent to which the state enjoys democratic standards and is committed to transparency and fighting corruption. Is the duty of the state to garnt its citizens the right to access informationˌthat would affect their livesˌand thus ensure their enenjoyment of all other rightsˌby framing the right to information according to special legislation ˌas well as activating the constitutional consecration of this right on the one handˌand control ˌrestrict the principle of reservation and the privilege administration on the other handˌso that it is not an excuse to obstruct the right to knowlige. |
