Abstract

The digital transformation of public procurement represents a strategic choice to enhance transparency and efficiency in the management of public resources. This project aims to develop a secure electronic platform to manage the various stages of procurement from announcement to evaluation by leveraging advanced technologies such as blockchain to ensure transparency and traceability, and the Paxos algorithm to achieve reliable consensus in operations. The platform is based on modern digital solutions such as electronic bidding, automated evaluation, which help reduce human intervention, speed up procedures, and strengthen governance. The study focuses on the fundamental principles of building an integrated information system for procurement, while taking into account legal and regulatory aspects. This system contributes to improving the management of public procurement, fighting corruption, enhancing data security, and facilitating decision-making, making it an effective tool for the modernization and development of public administration.
