| Abstract: | تعالج هذه المذكرة الدور الاجتماعي للضريبة من خلال التركيز على مفاهيمها الأساسية مثل التعريف الأنواع القواعد وأنظمة الإخضاع المعتمدة في الجزائر كالنظام الجزافي والنظام الحقيقيي مع إبراز علاقتها بأهداف السياسة الاجتماعية. وقد تم تسليط الضوء على كيفية توظيف النظام الضريبي كأداة لتحقيق التوازن الاجتماعي وتقليل الفوارق بين الفئات . فما ركزت الدراسة على الإمتيازات الجبائية الممنوحة للسلع واسعة الاستهلاكي خصوصًا الخبز والحليب ومدى تأثيرها على الأسعار النهائية لتلك المواد. وتوصل إلى أن الإعفاءات الضريبية تسهم بشكل فعال في خفض أسعار هذه السلع ما يؤدي إلى تحسين القدرة الشرائية للمواطن ويُبرز البعد التضامني والاجتماعي للسياسة الضريبية في الجزائر |
| Description: | This dissertation addresses the social role of taxation by focusing on its fundamental concepts such as definition, types, rules, and the tax regimes applied in Algeria, including the flat-rate system and the real regime. The study highlights how the tax system is employed as a tool to achieve social balance and reduce disparities among different social groups. The research also focused on the tax benefits granted to widely consumed goods, particularly bread and milk, and their impact on final prices. It concluded that tax exemptions effectively contribute to lowering the prices of these products, thus improving citizens’ purchasing power and reflecting the solidarity-based and social dimension of Algeria’s tax policy |
