| Résumé: | تبحث هذه المذكرة في قدرة الإطار القانوني المصرفي الجزائري— وخاصة القانون 23-09 الصادر سنة 2023 على تعبئة التمويل األخضر وتوجيهه نحو مشاريع التحول الطاقوي والتنمية المستدامة. اعتمدت الدراسة منهجا وصفيا تحليليا: فالفصل النظري يعرف التمويل الأخضر,ويستعرض أدواته (السندات والصكوك والقروض الخضراء, الضرائب البيئية...) ويؤصل موقعه داخل القانون النقدي المصرفي, مرورا بتطور هذا الأخير عبر ثلاث مراحل تشريعية. أما الفصل التطبيقي فيحلل مواد القانون 23-09 التي تخول لبنك الجزائرتكييف أدوات السياسة النقدية لصالح المشاريع البيئية, ويقيم جاهزية البنوك عبر مقارنة تجربة الجزائر بتجارب المغرب ومصر وألمانيا. |
| Description: | This dissertation assesses whether Algeria’s current monetary-banking framework— particularly Law 23-09 of 2023—can create a conducive environment for mobilising green finance and channelling it toward energy-transition and sustainable-development projects. Using a descriptive-analytical approach, the theoretical chapter defines green finance, reviews its instruments (green bonds, sukuk, concessional loans, environmental taxes) and situates it within Algerian monetary-banking law, tracing the latter’s evolution through three reform waves. The applied chapter dissects the provisions empowering the Bank of Algeria to tailor monetary-policy tools for green projects, and benchmarks Algeria’s experience against Morocco, Egypt and Germany. |
