| dc.description | This study aims to develop innovative archival applications to improve service quality in both public and private institutions, using the Archives and Documentation Department of Laghouat Province as an applied model. This initiative falls within the framework of supporting start-ups in accordance with Law 75-12, which encourages digitization and innovation in the management of public facilities. The study is based on an in-depth diagnosis of the current archival situation, identifying several challenges such as paper accumulation, weak indexing mechanisms, and difficulty in timely access to documents. The project proposes the design of a secure digital platform that enables document archiving, indexing, and retrieval through a simple and efficient user interface. It also includes solutions based on artificial intelligence technologies to enhance automatic search and analysis of archival data. The goal of this solution is to improve administrative performance, ensure the preservation of institutional memory, and promote transparency in operations. The study recommends accompanying this digital transformation with continuous training for archival staff and adapting the legal framework to keep pace with technological developments. This project represents a strategic step toward fostering a culture of innovation and achieving effective digital governance in Algeria. | en_US |
| dc.description.abstract | تهدف هذه الدراسة إلى تطوير تطبيقات أرشيفية مبتكرة لتحسين جودة الخدمات في المؤسسات العمومية والخاصة، مع اتخاذ مصلحة الأرشيف والتوثيق بولاية الأغواط كنموذج تطبيقي. تندرج هذه المبادرة ضمن إطار دعم المؤسسات الناشئة وفقاً للقانون 75 - 12 ، الذي يشجع على الرقمنة والابتكار في تسيير المرافق العمومية. ترتكز الدراسة على تشخيص دقيق لوضعية الأرشيف الحالية، حيث تم رصد تحديات متعددة مثل التكدس الورقي، ضعف آليات الفهرسة، وصعوبة الوصول إلى الوثائق في الوقت المناسب . يقترح المشروع تصميم منصة رقمية مؤمنة تسمح بأرشفة الوثائق، فهرستها. واسترجاعها بسهولة عبر واجهة استخدام بسيطة وفعالة. كما يتضمن المشروع حلولاً تعتمد على تقنيات الذكاء الاصطناعي لتحسين البحث الأوتوماتيكي وتحليل البيانات الأرشيفية. يهدف هذا الحل إلى رفع مستوى الأداء الإداري، ضمان حفظ الذاكرة المؤسساتية، وتحقيق الشفافية في التعاملات . توصي الدراسة بضرورة مرافقة هذا التحول الرقمي بتكوين مستمر لموظفي الأرشيف وتكييف الإطار القانوني ليتماشى مع المستجدات التكنولوجية. يمثل هذا المشروع خطوة استراتيجية نحو ترسيخ ثقافة الابتكار وتحقيق حوكمة رقمية فعالة في الجزائر | en_US |
