| Abstract: | تهدف هذه الدراسة إلى تحليل واقع العمل الجمعوي في بلدية تيارت، مع التركيز على جمعية "الرحمة والمودة"، وذلك من منظور بنائي وظيفي مستند إلى نظرية بارسونز. اعتمد البحث المنهج الوصفي في جمع وتحليل البيانات، حيث تم اختيار عينة من 60 مشاركًا باستخدام تقنية كرات الثلج، شملت فئات مختلفة من سكان البلدية. وقد استخدمت الدراسة استمارة استبيان كأداة رئيسية لجمع المعلومات، إلى جانب إجراء مقابلات نوعية مع أعضاء الجمعية كأداة ثانوية لتعميق فهم السياق الوظيفي والتنظيمي للجمعيات. تكشف نتائج الدراسة عن ملامح معقدة للعمل الجمعوي في السياق الحضري، حيث يظهر الفعل الجمعوي كامتداد للتنظيمات الاجتماعية التقليدية مع بداية إدماج الوسائط الرقمية، لكنه لا يزال يعاني من عوائق تمويلية وتنظيمية تحد من فعاليته وتحقيق أهدافه التنموية. توضح الدراسة أهمية تعزيز دور العمل الجمعوي من خلال تنويع أنشطته وتطوير بنيته التنظيمية، فضلاً عن دعم المشاركة المجتمعية والتخطيط التشاركي. تعتمد الدراسة على الإطار النظري للمنهج البنائي الوظيفي لبارسونز، الذي ساعد في تفسير العلاقات البنيوية ووظائف الجمعيات في تعزيز التكامل الاجتماعي والاستقرار المحلي. وتُقدم الدراسة توصيات عملية تهدف إلى تطوير العمل الجمعوي وجعله أكثر فاعلية واستدامة في خدمة المجتمع المحلي. |
| Description: | This study aims to analyze the reality of civil society work in the municipality of Tiaret, focusing on the “Al-Rahma wa Al-Mawadda” Association, from a structural-functional perspective based on Parsons' theory. The research adopted a descriptive methodology for data collection and analysis, selecting a sample of 60 participants using the snowball sampling technique, covering various segments of the municipality’s population. The study primarily used a questionnaire as the main tool for data collection, alongside qualitative interviews with association members as a secondary tool to deepen the understanding of the functional and organizational context of the associations. The study’s findings reveal a complex picture of civil society work in the urban context, where collective action appears as an extension of traditional social organizations alongside the initial integration of digital media. However, it still faces financial and organizational obstacles that limit its effectiveness and achievement of developmental goals. The study emphasizes the importance of enhancing the role of civil society work through diversifying its activities, developing its organizational structure, and supporting community participation and participatory planning. The study relies on the theoretical framework of Parsons’ structural-functional approach, which helped explain the structural relationships and functions of associations in promoting social integration and local stability. Practical recommendations are provided to develop civil society work and make it more effective and sustainable in serving the local community. |
