| Abstract: | تناولت هذه الدراسة موضوع حق وسياسة نشر الكتاب في الجزائر وعولجت من جوانب عدة، سواء من الناحية القانونية والتنظيمية ، فالجانب القانوني متمثل في حماية حق المؤلف ممثلة في الجوانب المادية على غرار حق النشر وما يترتب عليه من عقود ملزمة للطرفين المؤلف والناشر على ضوء الأمر 03-05 ومن الجانب الآخر سياسة نشر الكتاب وعلاقتها بدور النشر والمكتبات. توصي الدراسة بضرورة إعادة النظر في النصوص القانونية المتعلقة بأنشطة وسوق الكتاب من خلال تخفيض الضرائب على نشاط النشر ، وتوفير تحفيزات مادية للناشرين، كما تدعو إلى تعزيز نشاط المركز الوطني للكتاب وتفعيل دوره من أجل ترقية صناعة الكتاب والنهوض بالمقروئية دعما لدور مكتبات المطالعة العمومية من خلال دعم الإنتاج الفكري المحلي . |
| Description: | This study addresses the issue of copyright and book publishing policy in Algeria, examining it from multiple perspectives, particularly the legal and regulatory dimensions. The legal aspect focuses on the protection of authors' rights, especially the economic rights such as publishing rights and the resulting contractual obligations between the author and the publisher, as outlined in Ordinance 03-05. On the other hand, the study explores book publishing policy and its relationship with publishing houses and libraries. The study recommends a critical review of the legal texts related to the book market and publishing activities, including the reduction of taxes on publishing and the provision of financial incentives to publishers. It also calls for the reinforcement of the role of the National Book Center in promoting the book industry and improving readership, particularly through supporting public reading libraries and fostering local intellectual production. |
