| Résumé: | تتناول المذكرة الجرائم الماسة بالقاصر والحماية القانونية المقررة له، مع التركيز على الجرائم التي تستهدف ماله وعرضه. وتتضمن الج ا رئم المالية التي يتعرض لها القاصر حالات إنتهاز إحتياجه، والإسترقاق والإتجار به، وإستغلاله في التسول و التجارة المشروعة والغير المشروعة، وتتضمن الجرائم المرتكبة على عرضه الإغتصاب و الفعل المخل بالحياء و تحريضه على الفسق وخطفه وإبعاده، حيث يُعد القاصر فريسة سهلة لمثل هذه الجرائم نظرا لعدم قدرته على حماية مصالحه المالية بشكل كامل. ومن جهة أخرى، تتطرق المذكرة إلى الجرائم التي تستهدف عرض القاصر، مثل الإعتداء الجسدي، والتحرش، والاستغلال الجنسي، والتي تمثل إنتهاكات خطيرة لك ا رمته وحقوقه الأساسية. وتسلط المذكرة الضوء على الأطر القانونية والتشريعات التي تهدف إلى حماية القاصر من هذه الج ا رئم، مثل القوانين الجنائية التي تفرض عقوبات صارمة على مرتكبي هذه الأفعال، والقوانين الإجتماعية التي توفر الدعم والرعاية اللازمة للقاصرين المتضررين. كما تناقش المذكرة دور المؤسسات الحكومية وغير الحكومية في تقديم الحماية والمساعدة، وأهمية التوعية والتثقيف المجتمعي في الوقاية من هذه الجرائم وتعزيز حقوق القاصرين. وتهدف هذه المذكرة إلى تقديم رؤية شاملة حول التحديات التي يواجهها القاصر في هذا السياق، والحلول الممكنة لضمان حماية فعالة له من كافة أشكال الإستغلال والإعتداء. |
