Abstract: تتحدد معالم هذا البحث عبر أربع محاور هي: المحور الأول وهو المقاربة بالكفاءات من خلال تحديد مفهومها وخفياتها النظرية المرجعية وطرائق بناء الكفاءة وتقويمها، والمحور الثاني تحديد مفهوم الملكة اللغوية ونظرة الباحثين العرب لمصطلح الملكة اللغوية ودور المهارات اللغوية في تثبيت الملكة اللغوية. والمحور الثالث:كيفية تعليم اللغة العربية في ضوء المقاربة بالكفاءات في المدرسة الجزائرية من خلال الوثائق والمستندات التربوية، أما المحور الرابع الدراسة الميدانية من خلال الاتصال باهل الميدان.
Description: The parameters of this research are determined through four Chapters: The First Chapter represents the competencies-based approach through defining their concept, reference theoretical backgrounds and methods of building and evaluating competence. With regards to the Second Chapter, it stands for the identification of the concept of the linguistic faculty and the Arab researchers’ view to the term of linguistic faculty together with the role of linguistic skills in stabilizing the linguistic faculty. As for the Third Chapter, it illustrates how to teach the Arabic language in the light of the competencies-based approach in the Algerian school through educational documents and manuscripts. Besides, the Fourth Chapter deals with the field study through questioning the people of the field on the subject of the effectiveness of this approach in establishing the linguistic faculty. In virtue of which, the most important results being hereby attained are hereunder listed. For creation purpose of a role to this approach in stabilizing the linguistic faculty, it is necessary for us to:- • Over-passing the traditional pedagogical and evaluative practices inherent to teachers, through updating their own knowledge with new theories, ideas and modern teaching and evaluative methods; • Ensuring efficient training for everyone involved in the educational process with effective methods and strategies, together with changing the employment pattern through the recruitment of graduates of the High School for Teachers; • Looking at the language as a whole, not as an indivisible part, because the learner at this stage has yet to acquire the using mechanisms thereof. As consequence, the pragmatic functional dimension stands for the basis for its attainment through real communicative situations related to the language skills for sound linguistic employment.
