| Abstract: | حماية البيئة من قضايا الساعة، التي لقيت اهتماما كبيرا على المستوى العالي والمحلي نظرا للمشاكل التي تعتًريها و تدهورها جراء الاستغلال المفرط لعناصرها وتعد الجزائر من الدول التي تعاني من مشاكل بيئية خاصة أخطار أشغال البناء، و قد حاولت مجابهة هذه المشاكل من خلال سن ترسانة من القوانين تتماشى مع المتغيرات الحاصلة في البيئة، و تعزز مكانة الجماعات المحلية ودورها في هذا المجال ومن أجل قيام كل من الولاية و البلدية بهذا الدور منحها المشرع العديد من الآليات والصلاحيات للحفاظ على البيئة من أخطار البناء، إلا أن دورها يبدوا متواضع نظرا لازدياد انتشار البناءات الفوضوية و انعكاساتها على البيئة التي تزال قائمة احد الساعة مع نقص الامكانيات المادية و البشرية. |
| Description: | Environmental protection is one of the topical issues, which has received great attention at the global and local levels, due to the problems it faces and its deterioration as a result of the excessive exploitation of its elements. Algeria is one of the countries that suffer from environmental problems, especially the dangers of construction works. Some of the laws are in line with the changes taking place in the environment, and enhance the status of local communities and their role in this field, and in order for both the state and the municipality to play this role, the legislator granted them many mechanisms and powers to preserve the environment from the dangers of construction, but their role seems modest in view of Because of the increase in the spread of chaotic buildings and their repercussions on the environment that is being removed One hour list with a lack of material and human resources |
