| Abstract: | لقد حاولنا تسليط الضوء على موضوع المعالجة المحاسبية المتعلقة بتسوية الصفقات العمومية في الجزائر من خلال القيام بدراسة حالة بجامعة ابن خلدون -تيارت ، ولتحقيق ذلك قسمت هذه المذكرة إلى جانب نظري إذ تناولنا فيه المفاهيم الأساسية المتعلقة بكل الصفقات العمومية، أما الجانب التطبيقي فكان عبارة عن إسقاط للجانب النظري على الواقع الميداني، حيث تسعى جامعة ابن خلدون لتجسيد المشاريع التنموية، العلمية والأكاديمية مع الأخذ بعين الاعتبار الالتزام بتطبيق قانون الصفقات العمومية في جميع مشاريعها بصفتها هيئة عمومية ذات طابع إداري وبيداغوجي، فهي تقوم بتحديد الحاجات بصفة عقلانية ودقيقة بغية تحقيق ما تم التخطيط له، ويظهر ذلك من خلال دفاتر الشروط التي تعدها الجامعة مما يضمن لها كمصلحة متعاقدة تحقيق أحسن للأهداف المرجوة وانجازات بأحسن نوعية وبأسعار معقولة ومدروسة وتشير هذه الدراسة إلى كيفيات تحضير والتزام وتجسيد الصفقات العمومية بما يحفظ حقوق المصالح المتعاقدة العمومية ومصالح المتعهدين في مصلحة مشتركة في حدود ما يسمح به القانون ضمن فقرات أحكام قانون الصفقات العمومية ساري المفعول |
| Description: | We have tried to shed light on the issue of accounting treatment related to the settlement of public transactions in Algeria، by conducting a case study at the Directorate of Ibn Khaldun University in the state of Tiaret، and to achieve this، this note was divided into a theoretical aspect، as we dealt with the basic concepts related to all public transactions، while the applied side was a phrase A projection of the theoretical aspect on the field reality، where Ibn Khaldun University seeks to embody developmental، scientific and social projects، taking into account the commitment to apply the law of public procurement in all its projects as a public body of a pedagogical nature، as it identifies the needs in a rational and accurate manner in order to achieve what has been planned To him، and this is shown through the books of conditions prepared by the university، which guarantees it as a contracting interest a better achievement of the desired goals and achievements of the best quality at reasonable and studied prices.، This study refers to the modalities of preparation، commitment and embodiment of public procurements in a way that preserves the rights of public contracting interests and the interests of contractors in a common interest within the limits permitted by the law within the provisions of the valid public procurement law. |
