| Abstract: | يعتبر القطاع الفلاحي في الجزائر من أهم القطاعات الاقتصادية الاستراتيجية كونه يساهم بشكل مباشر وفعال في توفير المتطلبات الغذائية للسكان خاصة في مجال الحبوب بمختلف أنواعها و كذا الخضر و الفواكه و اللحوم وكون النموذج الغذائي الجزائري يعتمد بشكل كبير على هذه المنتوجات في عملية تغذيته. ومن هنا جاءت الأهمية التي أولتها الدولة لهذا القطاع منذ الاستقلال الى غاية يومنا هذا من خلال مختلف الاصلاحات و السياسات التي باشرتها قصد النهوض بهذا القطاع الحساس لضمان الأمن الغذائي ، ولعل من أهم العناصر التي ميزت هذه السياسات التنموية للقطاع تمثلت في سياسات التمويل لمختلف المشاريع الفلاحية والتي تعتبر ركيزة من ركائز نجاح مهام هذا القطاع . غير أنه و من خلال المعايانات الميدانية و المعطيات الاحصائية المتوفرة لدى الجهات المختصة يتضح لنا أن الأهداف المخولة للقطاع مازالت بعيدة التحقيق بالرغم من الأموال الطائلة التي استفاد منها هذا القطاع مقارنة مع المردود الذي لاحظناه ، هذه النتائج الرمزية سببها بالدرجة الأولى عدم مواكبة التطورات التكنولوجية المتبعة في مجال التقنيات الزراعية الحديثة اضافة الى نقص المراقبة و المرافقة للفلاحين. |
| Description: | Algeria's agricultural sector is one of the most important strategic economic sectors because it contributes directly and effectively to the provision of nutritional requirements for the population, especially in the field of cereals of various kinds, such as vegetables, fruits and meat, and the fact that the Algerian food model relies heavily on these products in the process of nutrition. Hence the importance attached by the State to this sector from independence to the present day through the various reforms and policies it has initiated in order to promote this sensitive sector to ensure food security. Perhaps one of the most important elements that has characterized these development policies has been the financing policies of various peasant projects, which are one of the pillars of the success of the sector's tasks. However, through the field surveys and statistical data available from the competent authorities, it is clear to us that the objectives entrusted to the sector are still far from being achieved despite the considerable funds that this sector has benefited from compared to the revenues we have observed. In addition to the lack of surveillance and accompaniment of peasants, these symbolic results are primarily due to the lack of keeping abreast of technological developments in modern agricultural techniques. |
