dc.description	The start-up enterprise is considered the most important economic factor adopted by the Algerian state for the advancement of its economy. Contrary to previous economic experiences, the state therefore sought to overcome all administrative, financial and logistical obstacles to embody the ideas of the owners of new projects, especially those expressed by young people with university degrees and professional certificates. Therefore, through our research, we tried to present a pioneering idea in the field of intensifying saffron cultivation, as well as the idea of establishing and maintaining water basins in the rural and agricultural sector because of their economic importance to the country and a great positive impact on achieving food security and water security, so they are considered one of the most important Challenges faced by most countries, including Algeria	en_US
dc.description.abstract	تعتبر المؤسسة الناشئة اهم الدائل الاقتصادية الي تبنتها الدولة الجزائرية للنهوض باقتصادها.خلفا لتجارب الاقتصادية السابقة لذلك سعت الدولة ال تذليل كل العقبات الإدارية و المالية و اللوجيستيكية لتجسيد افكار اصحاب المشاريع الجديدة خاصة تلك التي يعبر عنها الشباب حاملوا الشهدات الجامعية و الشهدات المهنية. لذا و من خلال بحثنا هذا حاولنا ان نقدم فكرة رائدة في مجال تكثيف زراعة الزعفران و كذا فكرة انشاء و صيانة الاحواض المائية في الوسط الريفي و الفلاحي لما لهما من اهمية اقتصادية للبلد و اثر ايجابي كبير في تحقيق الامن الغذائي و الامن المائي لذا يعتبران من اهم التحديات التي تواجهها معظم الدول منها الجزائر	en_US
