| Abstract: | تتضمن هذه الدراسة البعد البيئي ضمن أدوات التهيئة والتعمير والمتمثلة في لمخططات العمرانية على غرار مخطط التهيئة والتعمير ومخطط شغل الأراض ي، بالإضافة إلى القواعد العامة للتعمير التي تلعب دورا هاما في التنظيم المسبق والتحكم في النشاط العمراني بما يتوافق مع متطلبات حماية البيئة بالإضافة إلى وسائل الضبط الإداري في مجال التهيئة والتعمير التي لها دورا تكميليا مهما من خلال الرقابة المسبقة على النشاط العمراني والتي تتمثل في الرخص والشهادات العم رانية. وتكشف هذه الدراسة عن العلاقة بين قانون التهيئة والتعمير وقانون حماية البيئة وعن الآليات القانونية الكفيلة بتحقيق التوازن المطلوب بين التنمية في مجال العمران وحتمية حماية البيئة. |

Activity in accordance with the requirements of environmental protection, in addition to the means of administrative control in the field of preparation and reconstruction, which has an important complementary role through the prior control of urban activity, which is represented in the permits and urban certificates. This study reveals the articulation between urban planning and construction law and environmental protection law, and the legal mechanisms that ensure the required balance between development in the field of urbanization and environmental protection. inevitability of environmental protection. |
