| Résumé: | تتضمن هذه الدراسة البعد البيئي ضمن أدوات التهيئة والتعمير والمتمثلة في لمخططات العمرانية على غرار مخطط التهيئة والتعمير ومخطط شغل الأراض ي، بالإضافة إلى القواعد العامة للتعمير التي تلعب دورا هاما في التنظيم المسبق والتحكم في النشاط العمراني بما يتوافق مع متطلبات حماية البيئة بالإضافة إلى وسائل الضبط الإداري في مجال التهيئة والتعمير التي لها دورا تكميليا مهما من خلال الرقابة المسبقة على النشاط العمراني والتي تتمثل في الرخص والشهادات العم رانية. وتكشف هذه الدراسة عن العلاقة بين قانون التهيئة والتعمير وقانون حماية البيئة وعن الآليات القانونية الكفيلة بتحقيق التوازن المطلوب بين التنمية في مجال العمران وحتمية حماية البيئة. |
