| Résumé: | يعتقد الكثير من المهتمين ان البيروقراطية ووجودها هي نظرة سلبية في الغدارة ولكن عند الإطلاع والغوص في مضامينها وجوهرها نجدها تحتوي افكارا ذات قيمة علمية قابلة للتطبيق، وأن السلبية في البيروقراطية يعود اساسا إلى الفهم الخاطئ لها.حيث تعبر بشكل كامل عن الاهمية التاريخية التي يمكن ان تتخذها الاعمال كشكل تنظيمي عقلاني. دف إلى معرفة أسباب تحول التنظيم البيروقراطي في الإدارة الجزائرية من تنظيم عقلاني إلى، فدراستنا تنظيم غير عقلاني، وكذا معرفة طبيعة الجو السائد داخل الإدارة الجزائرية وكيفية إتخاذ القرارات، بالإضافة إلى معرفة كيفية إصلاح هذه الإدارة، وهل تطبيق الإدارة الإلكترونية يقلل من المشاكل التي تتخبط فيها الإدارة الجزائرية، وفي الإخير محاولة الوصول إلى الحلول التي تقلل من عوائق ومشاكل البيروقراطية في الإدارة الجزائرية . تم إستخدام المنهج الوصفي وتطبيقه في الواقع الإمبريقي، إضافة إلى الملاحظة والإستمارة كما تطبيقنا لعينة قصدية مكونة من 50 مبحوث . وبالتالي توصلت دراستنا إلى النتائج الآتية: - التوظيف في بلدية تيارت يكون عن طريق عقود ماقبل التشغيل ولا يخضع إلى مسابقات . -وجود رقابة تنظيمية داخل الاقسام وفرض القوبات على الموظفين وهذا راجع إلى وجود الصرامة في العمل . -إحترام التسلسل الهرمي وتدرج الوظائف في البلدية وذلك لإتخاذ القرارات من السلطة العليا . -وجود تقسيم للعمل وذلك بتوزيع الأدوار والمراكز وتحديد المسؤوليات. تعتمد بلدية تيارت على التنظيم الرسمي في التعاملات بين الرؤساء والمرؤوسين. تطبيق الإدارة الإلك ترونية بشكل جزئي بحيث لازالت عمليا الغتصال تتم عن طريق الوسائل الكلاسيكية |
| Description: | Many interested people believe that bureaucracy and its existence is a negative view of management, but when perusing and delving into its contents and essence, we find that it contains ideas of applicable scientific value, and that negativity in bureaucracy is mainly due to its misunderstanding, as it fully expresses the historical importance that it can take. Business as a rational organizational form. Our study aims to know the reasons for the transformation of the bureaucratic organization in the Algerian administration from a rational organization to an irrational one, as well as knowing the nature of the prevailing atmosphere within the Algerian administration and how decisions are taken, in addition to knowing how to reform this administration, and whether the application of electronic management reduces the problems in which the administration is floundering. Algeria, and finally the attempt to reach solutions that reduce the obstacles and problems of bureaucracy in the Algerian administration. The descriptive approach was used and applied in the empirical reality, in addition to the observation and questionnaire, as we applied to an intentional sample of 50 respondents. Therefore, our study reached the following results: - Employment in the municipality of Tiaret is through pre-employment contracts and is not subject to competitions. - The presence of organizational control within the departments and the imposition of punishments on employees, and this is due to the presence of rigor in work. - Respecting the hierarchy and grading of jobs in the municipality in order to take decisions from the supreme authority. The existence of a division of labor by distributing roles and positions and defining responsibilities. Tiaret municipality relies on formal organization in dealings between chiefs and subordinates. Partial application of electronic management so that communication is still practically done by classical means. |
