| Abstract: | لقد خص المشرع الجزائري الصفقات العمومية بإجراءات شكلية إلزامية تتماشى ومبادئ المنافسة، غير أنّه استثناء وفي حالات نص عليها على سبيل الحصر أشار إلى تطبيق إجراءات خاصة، الأمر الذي دفعنا لدراسة هذه الإجراءات، حيث سنقوم بمعالجتها حسب الحالات المنصوص عليها من أجل توضيح أوجه الاختلاف بينها وبين الإجراءات الشكلية، وكذلك مدى تطبيق قواعد المنافسة من خلال هذه الإجراءات. |
