| Abstract: | بالنظر لتعلق الأمر بذلك الجانب السياسي للدولة، والذي يحتاج إلى إدارة عامة، وبمواصفات معينة على وضع مختلف الأسس والبرامج السياسية موضع التطبيق، فإن الوضع يبدو من الوهلة الأولى متباينا ومختلفا، على الأقل بين مرحلتين. الأولى، سادت قبل التعديل الدستوري الأخير لسنة 2020 حتى ولو كانت مختلف المحطات والمواعيد الاستفتائية السابقة على هذا التعديل لا تقل أهمية وبروزا عما حمله التعديل الدستوري الأخير. وذلك لأن المرحلة الثانية ظهرت خلالها العلاقة بين الإدارة والمواطن بوضوح تام بعد هذا التعديل، بل وبنوع من الدقة والبيان في التأسيس لجديد هذه العلاقة |
| Description: | The administration in general needs the political side of the state, with certain specificities, to put into practice the different political foundations and programs. At first glance, the situation seems different - at least between two stages - the first, which prevailed before the last constitutional amendment of 2020, even if the various previous amendments were no less important than what the last constitutional amendment carried. Indeed, the second stage, during which the relationship between the administration and the citizen appeared quite clearly and even with a kind of correctness and clarity in the new establishment of this relationship. |
