| Résumé: | إن العقوبات الدولية لم تبدأ في غفلة من التاريخ ولم تصل إلى درجة الكمال والنضج دفعة واحدة، بل مرت بمراحل وتطورات مختلفة، واتخذت صورًا متعددة عكست مستوى تنظيم الجماعة التي نمت وترعرعت في محيطها، ومن ثم عبرت عن مستوى رقي هذا المحيط ودرجة وعيه. فهناك أصول وأسس سابقة بنت عليها الحضارة الحديثة مفاهيمها عن العقوبات الدولية. والتطرق لموضوع العقوبات الدولية من الناحية التاريخية ومحاولة التماس الأصول التاريخية لهذه المسيرة أمر له أهمية بهدف رسم صورة لعملية التغيير التي حدثت في الأفكار الإنسانية التي ترتب عليها ظهور العقوبات الدولية في صورتها الحديثة. |
| Description: | The international sanctions did not start all of sudden and did not reach the degree of perfection at one stroke. Rather, it went through different stages and developments, it took multiple shapes that reflected the level of the group's organization that grew up in it, and expressed the progress of society and its degree of awareness. There are previous foundations that Modern civilization built its concepts about international sanctions. And addressing the issue of international sanctions historically is trying to seek the historical principles of this march is important in order to draw a picture of the change process that occurred in human ideas that resulted in the emergence of international sanctions in its modern form. |
