| Abstract: | إن مكافحـة الجرائم الإلكترونية اصبـح مـن أهميـة بمـكان أن نبحـث فـي السـبل التـي يجـب اتباعهـا للتصـدي لتلـك الجرائـم العابـرة للحـدود والتـي تسـتلزم تحديـد ماهيتهـا وخصائصهــا وطبيعتهــا وخصائــص مرتكبيهــا وكيفيــة مســاءلتهم جنائيــا ومدنيــا، وبــالنظر إلى الطبيعة الخاصة للجرائم الالكترونية التــي تنـشأ وتقــع فــي بیئــة شــبكة الإنترنــت فــإن التعـاون الأمنــي والقضائي الــدولي فــي سـبیل مكافحــة هــذه الأنمــاط الإجرامية یجب أن یعتمـد علـى آلیـات متطـورة تواكـب تطـور هـذه الجرائم وطبيعتها الخاصة، ویجب أن یتم هذا التعاون الدولي على أسس معینة تكفل في نهایة الأمر مكافحة هذه الجرائم بصورة بناءة. لأجـل ذلـك كان لابد ان تكـون تلـك الأجهزة الوطنية والدولية علـى مختلـف أنواعهـا علـى درجـة كبيـرة مـن الكفـاءة و المعرفـة والقـدرة علـى كشـف غمـوض تلـك الجرائـم المستحدثة. |
| Description: | Combating cybercrime has become important to address these cross-border crimes, which require identifying their nature, characteristics, the specificities of perpetrators and their criminal and civil accountability. Taking into account the particular nature of cybercrime that happen through the Internet Network, international security cooperation to fight such types of crimes must be based on sophisticated mechanisms in accordance with the development and nature of such crimes . This international cooperation should be carried out on a specific basis that will ultimately ensure that these crimes are effectively combated. For this reason, national and international bodies had to be highly competent, knowledgeable and able to detect the ambiguity of these crimes. |
