dc.description	Given the gravity of the activity of the classified facilities activities and their impact on the environment, their establishment is restricted by conditions and controls that enable the competent administrative authorities to exercise their control over and subsequent the exploitation of classified facilities, and this is in accordance with the will of the legislator that aims to subjugate dangerous and unhealthy facilities to a package of public and private and legislative and regulatory legal texts, that shape the path that the project owner must follow in order to reach the exploitation of his facility, on the one hand and on the other hand, to achieve a balance between economic development and environmental protection, including not wasting the desired goal, which is sustainable development. ا	en_US
dc.description.abstract	نظرا لخطورة نشاط المنشآت المصنفة وتأثيرها على البيئة، فإن إنشاء أي منشأة أو مؤسسة مصنفة ليس أمرا مفتوحا على إطلاقه، بل هو مقيد بشروط وضوابط تمكن الجهات الإدارية المختصة من ممارسة رقابتها السابقة واللاحقة على استغلال المنشآت المصنفة، وهذا تماشيا مع إرادة المشرع الهادفة إلى إخضاع المنشآت الخطرة وغير الصحية لمجموعة من النصوص القانونية العامة والخاصة، التشريعية والتنظيمية التي ترسم المسار الذي يتوجب على صاحب المشروع سلوكه من أجل الوصول إلى استغلال منشأته هذا من جهة، ومن جهة أخرى تحقيق التوازن بين التنمية الاقتصادية وحماية البيئة ومنه عدم اهدار الهدف المنشود وهو التنمية المستدامة.	en_US
