| Abstract: | تعتبر المشاركة شرط مسبق أساسي للحكم الديمقراطي، ووفقا للمفهوم التقليدي ارتبطت المشاركة الشعبية بأشكال النشاط السياسي وبصنع القرارات السياسية، ولم يعطي هذا المفهوم أهمية لمشاركة المواطنين في الإدارة العامة لاسيما في مجال تقديم الخدمات العامة وفي تحسين جودة الأداء على مستوى مؤسسات الدولة والتي تؤثر مباشرة على وضع السياسات وتنفيذها وتعد جزءا لا يتجزأ من الحكم الديمقراطي، ولذلك ستركز هذه الورقة على دراسة لزومية إضفاء الطابع الديمقراطي على الخدمات العامة من خلال تكريس المشاركة الشعبية في التسيير العمومي لمرافق الدولة من أجل تحسين أدائها من جهة وتعزيز الثقة بين المواطن والحكومة من جهة ثانية. |
| Description: | The participation is a prerequisite for democratic governance, and according to the traditional concept, the popular participation was linked to forms of political activity and political decision-making This concept did not give importance to the participation of citizens in public administration, especially in the field of public services and in improving the quality of performance at the level of state institutions which directly affect policy development and implementation and are an integral part of democratic governance ; Therefore this paper will focus on a study of the democratization of public services through the dedication of public participation in the public administration of state facilities in order to improve their performance on the one hand and enhance confidence between the citizen and the government on the other hand. |
