| Abstract: | بات مستقبل البيئة مهددا بأخطار جسيمة بسبب سوء تصرف الإنسان و اعتداءاته – العمدية وغير العمدية – المتزايدة عليها- و بدأت البيئة بالفعل رغم نظامها البديع وإمكانياتها الكبيرة تنوء بما أصابها من جراء ذلك من تلوث وتعجز عن معالجته تلقائيا وأخذ الإنسان يعاني من تلوث كل عناصر البيئة المحيطة به من ماء وهواء وغذاء وتربة وزادت الضجة المؤرقة والإشعاعات المؤذية، وقد برزت مشكلة التلوث وتعاظم خطرها مع تقدم الصناعة واستخدام الآلات والأدوات الحديثة وأسلحة الحرب المدمرة على نطاق واســـع وانطلاقا من الصراع القائم على البحث عن سبل التطور والرقي والمحافظة على التوزن البيئي سنحاول في هذه الدراسة ببيان العلاقة بين الامن البيئي والتنمية المستدامة، من خلال الإجابة عن الاشكالية التالية: ما واقع التنمية المستدامة في الجزائر؟ وكيف يمكن الانتفاع بالموارد الطبيعية في إطار قانوني يسعى إلى تحقيق أمن بيئي؟ الكلمات المفتاحية: التنمية المستدامة - المسؤولية القانونية - أمن بيئي - الحق في الانتفاع |
| Description: | The environment's future is threatened by grave dangers due to human maltreatment and aggression - intentional and unintentional - on the rise - and the environment has already begun despite its wonderful system and its great potential to suffer from the pollution and can not treat it automatically and take the human suffers from pollution of all elements of the surrounding environment The problem of pollution and its growing danger as the industry advanced and the use of modern machines and tools and weapons of war on a large scale and from the conflict based on the search for ways of development and progress and maintain the Environmental weighting In this study we will attempt to clarify the relationship between environmental security and sustainable development by answering the following problem: What is the reality of sustainable development in Algeria? How can natural resources be used in a legal framework that seeks to achieve environmental security? |
