dc.description	Throughout these papers we intend to expose that the right of development is considered as one among the principal and basic rights of the third genearation which ended with human rights during the 1970 seventies inspite of the great efforts made by the united nations organization and other organizations related to it thought this matter of right is still without soul that is based on to be more effective and far also from the human values which is the base of total development. It is through these pages that we show the basic principles that development should be governed with to relize this progress and protect human values ispite of the different philosophies and ruling systems.	en_US
dc.description.abstract	يعتبر الحق في التنمية من أسس حقوق الجيل الثالث التي انتهت إليها مسيرة حقوق الإنسان مع منتصف سبعينيات القرن الماضي. إلا أنه ورغم الجهود المبذولة من طرف هيئة الأمم المتحدة والمنظمات التابعة لها في النهوض بهذا الحق، فإنه يلاحظ أن هذا الحق يفتقد إلى الروح التي يتأسس عليها تفعيله، ويفتقر إلى القيم الإنسانية التي تحصل بها التنشئة الشاملة والتنمية المتكاملة. هذه القيم هي محل بحث ضمن هذا المقال العلمي؛ الذي نحاول من خلاله تفصيل الضوابط التي يُفترض أن تتقيد بها كل تنمية ليتحقق مقصودها، والتي نرى أنها تستند إلى الفطرة الإنسانية التي يحصل حولها الاتفاق مهما اختلفت النظم وتباينت الفلسفات وتعدّدت المذاهب. وقد تم معالجة إشكال البحث من خلال تقسيمه إلى أربعة مطالب، تناول الأول منها ضبط مفهوم الحق في التنمية، وخُصِّصت بقية المطالب لاستقراء مختلف الضوابط المتعلقة بعناصر التنمية الثلاث وهي: العنصر البشري، العمل والمال.	en_US
