dc.description.abstract	تسلط هذه الدراسة الضوء على كيفية تكريس المشرع الجزائري لحق الإنسان في بيئة سليمة في النظام الدستوري الجزائري، ومدى قدرته على منحه قيمة دستورية تضفي عليه حماية ملزمة للدولة ومؤسساتها، وملزمة للمجتمع المدني. كما تضمنت الدراسة مختلف المراحل التي مرت بها عملية الاهتمام بالبيئة ومدى قيمتها في حياة الإنسان واستمرارها؛ حيث تطرقت للتدرج الذي عرفه التشريع الجزائري للعناية بالبيئة كموضوع أخذ حيزا معتبرا ضمن المشاريع المسطرة، سواء كانت قطاعية أو ذات بعد وطني شمولي، وبالنظر إلى الالتزامات الدولية للجزائر من خلال المعاهدات في مجال حماية البيئة التي صادقت عليها إضافة إلى استقلاليتها بوزارة خاصة، كل هذه العوامل فرضت على المشرع الرقي بها إلى حق دستوري بداية من سنة 2016.	en_US
dc.description.sponsorship	This study sheds light on how the Algerian legislation enshrined the human right in a sound environment in the Algerian constitutional system and the power to grant this right for a clean and healthy environment a constitutional value that confers upon it a binding protection for the state and its institutions and for civil society. The study also included the various stages that have passed through the process of caring for the environment and its value in human life and its continuity, where she touched on the gradation defined by the Algerian legislation to care for the environment as a topic that took a significant place within the planned projects, whether sectoral or with a comprehensive national dimension, in view of Algeria's international obligations in the international treaties in the field of environmental protection that it has ratified, in addition to its independence, with a special ministry. All these factors necessitated the legislator to promote it to a constitutional right starting in 2016.	en_US
