| Résumé: | المقصود ببايلك الغرب الجهة الغربية من الجزائر، والتي عاشت ظروفا خاصة بعد سقوط تلمسان عاصمة الزيانيين، وسيطرة الإسبان فيها على وهران والمرسى الكبير، وهو ما جعلها تعرف حركية مستمرة ميزها الصراع العسكري مع الإسبان والمغرب الأقصى. وقد استدعى ذلك تبني استراتيجية خاصة ركزت على تغيير العاصمة والاعتناء بالتنظيم العسكري والإداري لتسيير المدن والتحكم في الأرياف خصوصا الواقعة على الحدود المغربية والقريبة من مدينة وهران. ومن خلال هذه التفاعلات المختلفة تبدو نجاعة التنظيم الإداري والعسكري الذي استحدثته السلطة العثمانية ببايلك الغرب، وإلا لكانت هذه المنظومة قد انهارت ولم تستطع تحمّل تبعات الوجود الإسباني وتحالف بعض القبائل معه. غير أن هذا التنظيم - من جهة أخرى -لم يسلم من النقص، فمثلما حافظ على البلاد وحمى حدودها ووفر الأموال للخزينة تحول إلى أداة بيد السلطة لطالما روّعت الآمنين وأجبرت البسطاء على دفع الضرائب بل وسلبتهم أراضيهم وهجرتهم منها. |
| Description: | The meaning of Beylik al Gharb" is the western side of Algeria, which lived in special circumstances after the fall of Tlemcen, Zayanide capital, and with the Spanish control over Oran and Mers el Kebir, which made it witness an ongoing mobility characterized by the military conflict with Spain and Morocco. This necessitated the adoption of a special strategy focused on changing the capital and taking care of the military and administrative organization to control the urban and countryside management, especially on the Moroccan border and the vicinity of Oran city. Through these various interactions, the administrative and military organization developed by the Ottoman authority in the western Beylik appears efficient. Otherwise, this system would have collapsed and could not bear the consequences of the Spanish presence and its alliance with some tribes. On the other hand , this organization was not perfect, just as it preserved the country and protected its borders and provided funds to the treasury, it turned into a tool in the hand of the government and intimidated the simple people and forced them to pay taxes and even abandon their lands |
