Résumé: This study aims to focus on the knowledge of the role of organizational leadership over its contribution the development of capabilities and skills of human resources for access to the outstanding performance and quality management in order to be competitive and meet the challenges and changes that have witnessed an era of change. There is no doubt that the institutions experiencing many changes with respect to the Supreme Administrative Board, which oversees them and reflected through policies and strategies adopted by different organizational leadership styles change, given the multiplicity of visions and orientations, and this is reflected in the first degree on the nature of the activities and attitudes and values human resources
