Résumé:	تعرف الأقاليم الجزائرية خللا كبيرا في نظامها الحضري تميز بظهور المدينة المهيمنة التي تسيطر على أغلب مقومات التنمية، وتفضيلا في توزيع الخدمات على غرار باقي المراكز العمرانية التي تعرف فقرا لمثل هذه الامتيازات مما يؤدي إلى حدوث سلبيات عديدة منها النمو الحضري العشوائي والهجرة غير المنظمة من الريف إلى المدينة، والاختلال في شبكة المنظومة الحضرية، وهو ما اجبر متخذي القرار التخطيطي إلى البحث عن السبل الكفيلة لإعادة الاتزان ضمن الأقاليم الحضرية عن طريق سن تشريعات وقوانين عمرانية تنظيمية تستدعي التطبيق، وهو ما سنتناوله في دراستنا هذه في إقليم ولاية بسكرة كحالة دراسة في الفترة الممتدة من (1998 إلى 2015)، والتي أفرزت نتائج مفادها وجود سيطرة تامة لمدينة (بسكرة)، وخللا بارزا في شبكة المنظومة الحضرية لإقليم بسكرة يجب تداركه من خلال تفعيل التشريعات العمرانية في ظل حكامة راشدة
Description:	The Algerian regions are characterized by a great imbalance in their urban system characterized by the emergence of the dominant city that controls most of the components of development, and the preference for the distribution of services like other urban centers, Which defines poverty for such privileges, leading to many disadvantages, including random urban growth, irregular migration from rural to urban, imbalance in the urban system network, This has forced planning decision makers to seek ways to rebalance within urban areas by enacting legislation and regulatory building laws that require implementation, which we will address In our study in the province of Biskra as a case study in the period from 1998 to 2015, which resulted in the results of the total control of the city (Biskra), and a major imbalance in the network system Urban area of Biskra must be remedied through the activation of urban legislation under the supervision of an adult.
