| Abstract: | تبنى المشرع الجزائري قوانين عديدة متعلقة بالتعمير و البناء،و أخضع جميع الأنشطة العمرانية لتراخيص وشهادات إدارية لتمكين الإدارة من أداء مهامها الرقابية،معتمدا في ذلك على جملة من التوجيهات و الأدوات التي تسمح بالتوفيق بين اعتبارات التنمية المستدامة ومقتضيات المحافظة على البيئة . غير أنه على الرغم من أهمية هذه القوانين إلا أن الواقع أثبت وجود اعتداءات عديدة على البيئة، ترجع لنقص الآداء الرقابي للجهات الإدارية المختصة،في مقابل نقص الوعي لدى المواطن بأهمية هذه القواعد و التوجيهات |
| Description: | The algerian legislator has adopted many laws relative to urbanisation and construction, and have exposed all urban actvities to administrative licences and certificates ,inorder to enable administrative authorities performing their censorial missions, relying on instruction and tools which allows the combination between long term evolution conditions and requirements of environment protection. Despite the importance of these laws ,actually there have been many offenses committed on environment ,due to lack of censorial performance and of competent administrative authorities ,besides to lack of awarness of citizens of the importance of such rules and instructions. |
