Abstract:	تعتبر الظواهر الديموغرافية غير متحكم فيها من ابرز معيقات العملية التنموية، ويبرز ذلك من خلال عدم التخطيط لها. فالنمو السكاني مهما كانت اسبابه سواء عبر الزيادة الطبيعية او عبر الهجرات، له بعد اساسي في الصعوبات التي تواجه النسق الحضاري وتشكيلة المدن الثقافية والاجتماعية وحتى العمرانية، وما تشهده المدن الجزائرية خير دليل. من خلال ورقتنا البحثية سنحاول ابراز التغيرات التي حدثت في التركيبة والتوزيعة السكانية الناتجة عن حركية السكان، وأهمية التخطيط السكاني في عملية التهيئة العمرانية للتصدي لمشاكل الاسكان التي تعاني منها وبالأخص المناطق الحضرية، وتسبب ضغط حاد على الموارد الطبيعية وفوضى التعمير الحضري التي تغذي بؤر الإقصاء والتهميش والتذمر الاجتماعي
Description:	The Uncontrolled demographic phenomena are considered as the prominent obstacles, that hinders the developmental process. However, this would emerge if not properly planned. Whatever the causes of demographic growth, whether through natural increase or through migrations, that has a fundamental dimension in the difficulties by facing the civilization pattern and the variety of cultural, social and even urban cities, and the case of Algerian cities is a perfect illustration of that approach by consider it as the best proof. Through our research paper, we will try to highlight the changes that have occurred in the composition and distribution of the population resulting from the movement of the population, by focusing on the importance of population planning in the process of urbanization, for addressing housing and urban challenges that afflict it, especially in the urban areas, which causes severe pressure on natural resources, and chaos of urban reconstruction, which increase outposts of exclusion, marginalization and social grumbling. ا
