Résumé:	ن اجل تحقيق تنمية شاملة في مختلف الميادين ، خولت الدولة للجماعات المحلية الإنفاق على مختلف المجالات التي تهم المواطن و تعود بالنفع عليه ، وحتى تكون المجهودات المبذولة من طرف الجماعات المحلية ذات جدوى و فعالية ، يجب أن تصاحبها مشاركة من مختلف أفراد المجتمع و هذا بتمكينهم من إنشاء الجمعيات ، التي تساهم في تقديم خدمات مهمة في مختلف المجالات الاقتصادية و الاجتماعية ، إذا ما توفر لها الدعم المالي الكافي من اجل القيام بواجبها و تحقيق أهدافها و رسالتها التي أنشأت من اجلها ، ومن خلال هذه الدراسة سنقوم بتحليل حجم الدعم المالي الممنوح من طرف الجماعات المحلية للجمعيات الناشطة في إقليم بلدية بسكرة
Description:	In order to help our country build a thriving community, the government has allowed local authorities to spend on different vital sectors that will enhance the community’s wellbeing. These local authorities are working hand in hand with civil associations to maintain prosperity to all members of society and meet their needs. It is worth noting, however, that local authorities in addition to civil associations cannot work effectively without sufficient financial support from the government. This study aims to analyze the effectiveness of the government's financial support to local authorities and civil associations that are currently operating in Biskra.
