Abstract:	هدفت الدراسة إلى إلقاء الضوء على مفهوم اللامركزية المالية ودورها في تطوير الاستثمارات المحلية؛ حيث قمنا بمحاولة توضيح أهم الدواعي والمبررات الموضوعية التي تستدعي الاهتمام باللامركزية مع التركيز على تأثيرها على تنويع هيكل التمويل المحلي وزيادة الاستثمارات ومن ثم مساهمتها في تحقيق التنمية المحلية من خلال التجربة الصينية. توصلنا من خلال الدراسة إلى الأثر الايجابي اللامركزية المالية على الاستثمارات مما أدى إلى زيادة نصيب الفرد من الإنفاق وتحسين الخدمات العامة، وكذا تحسين الكفاءة والفاعلية العامة من خلال إتاحة الفرصة أمام الجماعات المحلية لتحسين تجاوبها وأدائها في مجال تقديم الخدمات ومساءلتها من قبل المواطنين.
Description:	In this study, we tried to highlight the role of financial decentralization in increasing local investments. We have tried to identify the reasons for decentralization and clarify its impact on increasing investments that contribute to local development through the experience of China. We concluded through this study to the positive impact of financial decentralization on local investments and local development by increasing per capital spending in rural areas ,leading to improve public services, as well as improving efficiency, responsiveness and performance and accountability by citizens.
