Résumé:	نهدف من خلال هذا البحث إلى التعرف على مضمون نظام التمويل المحلي، والدور الذي يمكن أن تلعبه عملية إصلاح أداوت هذا الأخير في عملية التنمية الاقتصادية على المستوى المحلي في الجزائر. لكن ورغم الجهود المبذولة، إلا أن الواقع المالي للجماعات المحلية، فرض العكس، وبقيت الدولة هي المسؤول الأول عن التنمية المحلية، في ظل عجز نظام التمويل المحلي عن القيام بالدور الأساسي له
Description:	We aim through this research o identify the content of the local financing system and the role that reform of this system can play in local development in Algeria. But despite the efforts, however, the financial reality of the local communities has imposed the opposite, and the state remains the primary responsibility for local development in light of the inability of the local finance system to play the essential role.
