dc.description	We aim through this research o identify the content of the local financing system and the role that reform of this system can play in local development in Algeria. But despite the efforts, however, the financial reality of the local communities has imposed the opposite, and the state remains the primary responsibility for local development in light of the inability of the local finance system to play the essential role.
